Our Management Team

Photo of Peter Effeney Peter Effeney

Peter Effeney is responsible for SPARQ Solutions' overall direction and strategic priorities and, ultimately, for meeting the ICT strategy, project delivery and service delivery expectations of our partners, Energex and Ergon Energy.

Peter has been the CEO of SPARQ Solutions since the company's formation in July 2004. Prior to joining SPARQ, Peter was a member of the Executive Management Team of Ergon Energy and held a number of management, engineering and ICT roles. These included accountability for Customer Service, Information Systems and Services, and Business Process Development. Peter has also held secondments in roles as diverse as General Manager of Ergon Energy's Distribution Business and General Manager Workplace Health & Safety.

Peter holds a Bachelor of Engineering with 1st Class Honours; a Bachelor of Science in Computing; and an MBA. He is also a graduate of the London Business School Senior Executive Program.

Jonathan Thompson is responsible for managing SPARQ Solutions' corporate support services including financial planning and management, risk and governance, contract management, human resources, safety and environment support, culture and change management, and corporate communications. Before joining SPARQ Solutions in 2004, Jonathan held senior financial management roles in Energex, the Queensland Transmission and Supply Corporation and in the financial advisory arms of two major accounting firms. Jonathan is a Chartered Accountant and Fellow of the Financial Services Institute of Australia. He holds a Bachelor of Accountancy degree and a Masters of Applied Finance and Investment.

Paul Cockburn is responsible for managing the operation and maintenance of the infrastructure, systems and applications used by Energex and Ergon Energy, including voice and data telecommunications, Service Desk and desktop support, ICT procurement, and an Operations Centre that monitors and rectifies issues before they become problems. Paul graduated from University of Queensland in 1981 with a Bachelor of Science degree with majors in Computer Science and Mathematics and has 29 years experience in IT technical support and operational management in private, government and government owned corporations including MIM Holdings, Main Roads, Police, Justice Departments, Legal Aid Queensland, Queensland Electricity Commission (QEC), Austa Electric, and Energex.

Peter Poncini is responsible for ensuring that SPARQ works closely with our partners, Energex and Ergon Energy to identify and plan their ICT requirements, develop and manage Service Level Agreements, conduct client and stakeholder satisfaction surveys, and ensure communication with our partners is established, maintained and enhanced. Peter has 32 years experience in IT across the mining, government and electricity sectors, working in companies such as MIM Holdings, PRCA/Logica, Queensland State Government Computer Centre, and Energex. Peter has worked in a broad range of roles, spanning application development, application integration, infrastructure support, desktop support through to strategy and architecture. Peter has a Bachelor of Applied Science - Mathematics degree.

Col Hanley is responsible for managing the provision of expert advice to Energex and Ergon Energy on the application lifecycle, covering existing application solutions, continuous improvement, ongoing support, application vendor engagement and application development. Col has more than 28 years experience in ICT within the utility, petroleum and mining industries. He has held senior roles within Ergon Energy and has extensive experience in application management, ICT strategy, relationship management and program/project management. Col holds a Bachelor of Applied Science (Maths) and a Masters of Business Administration.

Bryce Maskey is accountable for delivering the ICT program of work for Energex and Ergon Energy. Prior to joining SPARQ Solutions Bryce was the Chief Information Officer for Ergon Energy from 2004 to 2009. During his time with Ergon Energy Bryce also held a range of other positions including IT Relationship Manager, Program Manager and General Manager Service and Process. Bryce has a Bachelor of Business majoring in Accountancy and IT and a Graduate Diploma in Applied Finance and Investment. Bryce is also a graduate of the Australian Institute of Company Directors.
